I believe you have described the situation perfectly. IIRC the forest fire campaign was carried out with weather balloons launched from China of all places. The Japanese are genuises when it comes to improving a product or making it smaller and cheaper, but innovative thinking is still lacking from their culture.
Ed, they weren't weather balloons but purpose built balloons. IIRC in over 9000 launches only an estamated 5-10% made it across the Pacific. The balloons were found or spotted from Mexico to Alaska and as far inland as Michigan on the outskirts of Detroit, They were a compleat and utter failure, by most estmets they started few if any fires and only killed 6 people in one incedent in Oregon.

Certainly a unique response to the Japanese inability to strike blows at the US mainland. From their perspective it made sense, being simple to manufacture and not requiring any strategic materials. I remember a History Channel show describing a project to drop bombs loaded with bats over Japan. The bats had a small incendiary device attached and it was hoped they would seek shelter in Japanese buildings where a timer would fire the incendiary device. While looking for a reference, I ran across this:

And the Balloon Bombs were actualy used.
Also look at some of the concept that were used like the DD tanks or the bouncing bombs of the Dambusters.
All true. Objects aren't used in this example, but while US troops were fishing out insurgents during an urban warfare op, they actually questioned Muslims libido and family jewel worthiness aloud - which worked. This led to insurgents stupidly stepping out and being dealt with on the spot! LOL
