Custom created campaign

From documents released before I can imagine, that is able create own campaign with many various set (OMG, so great idea, I love you boys ! ;)) ... but how it is started then. Lets say, I will create some new designed ships ... when they will be finished ? Or can I say, that my campaign will start lets say 1938, but a war just ar 1940, so I will have time to build my ships ...

1 jan 39 is the earliest - simply because we haven't yet added pre '39 aircraft data in much detail. This is something for down the track.

Yes you will have time to build ships - all ships that start a campaign start ready by default (though this can be changed). Ships built during it take a realistic time but even BBs could be built in 3 years give or take.
