how or if I can keep downed pilots from having a kill value after they are shot down. I don't belive in killing them once they are downed.

You can "rescue" them with helos (I guess they get captured as POWs :D)

You can't recover downed pilots on land. (unless something has changed) the helo's just circle. Even if they are in the water but close to land aka 1 mile or so same thing.
