Step 12 in the campaign rules states you can repair any damaged ships from the last battle, and purchase new ships using you alotted pool of "Battle Points" for that turn. What does that mean? The GE have 65 battle points for Baltic, and they would equate to doubling the size of the available fleet for battleset 2.

The "65 points" is only used to purchase the starting fleet for the Germans in the Baltic Campaign -- this is a one-time award only.
The "Battle Points Available" table shows how many points you get at the end of each Battle Set, which is what Step 12 is referring to. For the Germans this is 10 points after Battle Set 1, for the Russians it is 5 points. So you have 10 points to repair ships and to possibly purchase any "new" ships. Note that repairing ships is cheaper than purchasing a "new" ship but takes longer. The "new" ship is actually a transfer from the existing National fleet -- it is not actual new construction, hence it takes little or no time to accomplish.
