Playing the Adm. Sheer Indian Ocean scenario, a 4” secondary gun non-pen belt hit from Sidney reduced floatation of Adm Sheer by 5% and caused 25% propulsion lost, when a 6” main gun pen belt hit from the same cruiser reduced Fl only by 2% with no propulsion lost. I have noticed in more occasions that strangely non-pen hits do more damages, above all Fl damages, than do pens hits, often with inferior calibre.
I also noticed frequently some more hits from secondary batteries than primary ones, also at distance well over 15.000 yds: in quoted battle, a 6” gun of Ad. Sheer hit cruiser Dauntless at 24.000 yds. The excessive power of secondary batteries was, in my opinion, a problem also in Fighting Steel and was related, I think, to disproportionate rate of fire.

I've noticed this as well. In fact, I started keeping careful track of hits vs. misses between main and secondary ships from a variety of classes, but I've only done this on 8 different scenarios so far. But I'm pretty certain that secondary guns do seem to hit more often. Also, in these 8 battles, I've had 6 magazine explosions (3 in the same scenario) and all but one were caused by secondary gun hits.

Guys.. I appreciate the feedback but I still need AARs so I can see what your seeing.. otherwise I have little to go on.
Look up what your reporting in your AAR and then email me that AAR with notations of what you think I need to look at. From there, I can tell you if the engine is working as expected or make adjustments as needed.

As a note, SB guns, we have found, sometimes had as good of FCs, in a few cases even better, then the MB guns. Some ships also had fairly powerful SB gun batteries that could do considerable damage to other warships. Again though, I need some specific AAR examples to have a better idea of what both of you are reporting - with that we can look at your cases in more detail. Thanks.
