Really question is in the title - does a ship being straddled or hit have it's own accuracy affected?

That may be part of your answer.
Does a hit on the ship - even one that does no material damage - cause accuracy changes in its firing though? I don't know, that's one for Chris.

A ship being fired at - depending on the considerations noted above - may have its gunnery accuracy effected regardless if the ship is being hit, straddled, or missed.
Gunnery accuracy being effected by damage sustained is determined by what part of the ship and/or system is actually damaged by ordnance hits.
